This study is about care managers, who process in the care of the elderly, regarding to needs, rules, regulations, guidelines and their freedom of space. The purpose with this study is to understand how the care managers process out of the basis from the needs of the elderly, the Municipal guidelines in relation to the caremanagers freedom of space.The study has a qualitative approach and is based on semistructured interviews with five different care managers.To analyze our interview material we have use the street-level bureaucrat theory by Lipsky and Johansson and the theoretical idea empowerment. Before we started our research about care managers we had an understanding in that the organization had an influence in the judgment of the needs of the elderly. Now we have an understanding in that the relative to the elderly is the one who wants to affect the care manager during the judgment of needs in what effort to make. Our study indicates that it exist insecurity regarding to the Municipal guidelines, which was surprising. We thought that the guideline was something positive and a help full tool for the care managers.The result in our research points out that the guidelines makes insecurity instead of comfort.Our study shows that the care managers are contradictory regarding to their freedom of space. In the other hand they consider that their freedom of space is positive, but on the other hand when the Municipal guidelines don´t work, they become worried and insecure.It´s the none working Municipal guidelines who gives the care managers a huge freedom of space. Which leads to that the care managers is afraid of doing misjudgments. Our result don´t distinguish from other studies made in this subject area. .

The purpose of this study was to examine how the needs of social assistance for people with substance abuse are assessed in accordance to The Swedish Social Services Act 4th chapter 1§. The purpose was also to examine how substance abuse is assessed as a social problem by social workers, how the Municipal guidelines concerning social assistance for substance abuser were constructed in relation to the Social Service Act and finally how social workers made their assessments of the need of social assistance to people with substance abuse in relation to the legislation. The sample was made among the municipalities in the county of Stockholm. Municipal guidelines were studied in 18 municipalities by content analysis. A sample of 11 social workers was chosen from 5 municipalities.

In our paper we chose to study care management in the old age care. According to the law for the social services the needs of elderly should govern the assistance they are granted. But research has shown that Municipal guidelines govern the assistance and that the elderly have to adjust their needs to them. Thus there is a discrepancy between law and practice. The aim of this study was to understand how care managers relate to Municipal guidelines, laws and the requests of elderly when the application for assistance is established.

The purpose of this essay was to examine Municipal guidelines regarding the administration of the social assistance, collected from 18 municipalities in the Stockholm-area to achieve a greater understanding on how they were constructed in respect to the legislation and how the language mediated their contents. The legal aspects of the social assistance was studied through a jurisprudential method in which the legislative history, texts of laws and case laws were examined. The empirical aspect of this essay was studied through a hermeneutical method and analyzed through theories of social constructionism and legal pluralism. The results from the jurisprudential study were also used to understand how the Municipal guidelines were constructed in relation to the law. The results of this essay corresponded well with previous studies in this field where considerable divergences in the approval of social assistance have been established.

Today's planning strategy, densification of cities, makes it difficult for municipal authorities to find spaces to build preschools and daycare centers on. The Planning and Building Act , Chapter 8, § 9 states that " if the site should be developed with buildings that contain one or more dwellings or premises for after-school , preschool, school or other activities, it should be on the property or near it, enough free space which is suitable for play and being outdoors. " Each municipality has to define the expression enough free space and a number of municipalities have established guidelines for preschool and daycare centers concerning dimensions. The guidelines measure the number of square meters of free space per child with the aim of contributing to a qualitative environment. But the size is just one quality and the issue is how other non-quantifiable qualities are taken into account in the planning process. The paper compares three municipalities, Gothenburg, Malmö and Lund.

The purpose of this thesis was to examine the Municipal guidelines regarding the construction of the prerequisite "other living expenses", and how the construction of the prerequisite was constructed in relation to the legislation. The sample of the thesis was the municipalities in Stockholm?s county. The empirical result was compiled with the hermeneutical method, and analyzed through a legal perspective and three different theoretical perspectives, as well as compared with previous studies. The theoretical perspectives were legal pluralism, bureaucracy, legitimacy and rule of law.

The aim of this study was to examine care managers and how they understand and use their discretion. We used a qualitative method and the data was gathered by semi-structured interviews. We interviewed eight care managers in four different municipalities in southern Sweden. The theoretical approach we used was Michael Lipsky?s theory about street-level bureaucracy.

This study aims to investigate associations in two areas in Stockholm County with diverse socio-economic conditions. The study intends to examine the impact these differences have on what role the bureaucrats and politicians in the two areas think that the associations should have. Bureaucrats are those who design guidelines for associations and that is why they have an important role in the conditions of the associations. A comparison between the two areas has been made to see if the requirement in the guidelines for the areas are different according to where the members live. The two areas that have been used to compare the guidelines of associations are Danderyd municipal and the district Spånga-Tensta.

This investigation aimed to shed light on the terms of the dispensing and the retaining of municipal social benefits granted by Swedish social services, this in regard of a less visible societal subgroup; citizens who cannot attain or retain housing of their own.Through qualitative interviews with six municipal social workers in Skåne, the plight of these citizens is revealed from a policy-making perspective in respect of views on discretion and individual appreciation. In this essay I examine how a municipal- and an independent upper secondary school compare to the ideal types the Company and the Political organization and how that affects the school practise as it?s described in policy documents. The conclusions are that the municipal school on a number of variables correlate to the ideal type the Political organization. At the same time the school reforms of the 1990s are considered as an intention to ?companylize? the municipal school and a number of tendencies how that have affected the municipal school are shown.

The purpose of this study was to look into the work of care organizers for elderly care, in three municipalities in southern Sweden, and how they use the law and local guidelines to evaluate the need for home care. The intention was to determine if presence of relatives makes a difference in the needs assessment and if the care organizers practice harmonize with the guidelines. To do this, we did a qualitative study alongside with analyzing each of the local guidelines. By interviewing five care organizers, we were able to see their side of elderly care and how they combine the law and local guidelines in their daily work with elderly care. Our main themes are, in short, the law and local guidelines, the view of care organizing and needs and also closeness to relatives.

The purpose of this master?s thesis is to describe and analyse the origin and development of the municipal library of Västervik. There have been four previous libraries and our examination starts in 1859 with the foundation of a parish library. The other forerunners were a working-class movement library and two libraries in the International Orders of Good Templars. Before the merger of the libraries there were discussions in the municipal council, among the working-class movement and in the IOGT.

Today there is a large consensus about the importance of Swedish schools providingconditions enabling students to develop the ability to manage and learn through information technologies (IT). The goal of this study was to describe and examine how national education goals for the use of IT transformed into municipal IT-strategies for the school. A content analysis was conducted of thirty-eight municipal IT-strategies collected from Swedish municipal websites on the Internet. The content in the municipal IT-strategies was compared with the content in both the Swedish education act and the national curriculum. The results showed that the content in the Swedish education act and the national curriculum in fact was translated into municipal IT strategies, but that the range of strategies concerning technology, pedagogy and content in relation to IT was broad.
